This is not lofty rhetoric or abstract philosophy; it is a declaration of what citizens are owed, and what government must never again betray. Safety. Dignity. Fairness. Freedom. Each contract is a pledge written in plain language, designed to remind both leaders and people of the covenant at the heart of democracy.
